Reduction
in Labor & Industries Fee’s for 2008
In 2008, there will be a temporary reduction
of Labor & Industries (L&I) premiums.
This temporary reduction is due to a “Rate
Holiday” on the Medical Aid Fund portion
of the L&I premium that employers pay. L
& I will pay that premium for employers
from reserves that have accumulated in that
fund. This is a one time, one year only
reduction of about 30%. This will affect
both owner and trainer L & I rates.
Please remember this is a one time reduction
and rates will go up for 2009
when L & I reviews them in the fall of 2008.
The medical aid premium will again be paid by
the employers, as well as any additional rate
increases.

2007
Breeder’s Awards On Friday,
October 19, 2007 breeder awards were sent
to breeders of Washington-bred horses
finishing first, second and third in races
at Emerald Downs in 2007. (75% of the
breeder award funds for first place, 15%
of the breeder award funds for second
place, and 10% of the breeder award funds
for third place.) In calculating this
year’s Washington-bred breeder’s
awards the total earnings for each horse
is multiplied by the payment factor. This
year’s payment factor is 19.5856%
for first place; 10.7313% for second,
and 9.0722% for third. For more information

The Washing Horse Racing Commission
(WHRC) was only able to distribute breeder's
awards to the breeder of record. Dividing
an award between multiple individuals
was not possible without a court order.
The WHRC was only able to distribute breeder's
awards to those breeders with a W-9 on
file with the WHRC. (The awards for those
breeders who have not provided the WHRC
a W-9 will ultimately be forwarded to
the Department of Revenue, Unclaimed Property
Section.)
When distributing the breeder’s
award check, the WHRC did not include
an itemization of the award with each
check. A complete list of each breeder
and the award received is available at
the WHRC office in Olympia. If you wish
an itemization or if you have any questions
about your breeder’s award, please
contact the Washington Horse Racing Commission

2007
Owner’s Bonus
On Wednesday,
October 17, 2007 owner’s bonus checks
were mailed to owners of Washington-bred
horses finishing first, second, third
and fourth in races at Emerald Downs in
2007. To calculate your owner’s
bonus multiply the earnings for each horse
by the payment factor. For 2007 the payment
factor is 15.7005%. For more information
on the owner’s bonus, please refer

Incentive Funds Awarded for Fiscal Year
2008
At its March 8, 2007 meeting the
Washington Horse Racing Commission
(WHRC) approved the protocol for
requesting funds through its equine
incentive program, as provided in
RCW 67.16.280(2). The deadline for
submitting funding requests was
May 15. At its June 14 meeting the
WHRC reviewed a total of 31 requests.
Organizations submitting requests
were:
- The nonprofit racing associations
(Sun Downs race track in Kennewick,
Walla Walla Fair and Frontier Days,
Waitsburg Days of Real Sport and
Dayton Days).
- Washington Statue University
College of Veterinary Medicine.
- Emerald Downs Equine Diagnostic
Clinic.
Due to the limited amount of funding
available the WHRC only approved
nine projects. Listed below are
the 31 projects submitted to the
WHRC for funding consideration and
the nine that were approved and
their amount.
