If
you are planning to be a participant in horse
racing at a track or facility under the Washington
Horse Racing Commission jurisdiction, you will
need to apply for a Washington Horse Racing
Commission license.
It is unlawful to act without first having
secured a license. WAC 260-36-010 Ability as
well as integrity must be clearly shown by the
applicant in order to receive a recommendation
for the granting of a license. WAC 260-36-060(3)
Licensing applications are supplied by the
Washington Horse Racing Commission and may be
obtained at the main office in Olympia, field
offices, or by downloading from this site.

Fill out all applications completely and accurately
for the position desired. It is necessary that
applicants provide all information requested
on the application form, including any criminal
history. Washington Horse Racing Commission
investigators may conduct background checks
through local, state and federal law enforcement
agencies. Failure to provide all the required
information, or falsification of any fact, may
cause delay or denial of the issuance of a license.
License receipts for applications sent through
the mail are mailed back. You must come to a
track that is operating in order to be photographed
for your identification badge.
Owners and trainers are responsible for a Labor
and Industries (L & I) premium associated
with their license and additional premiums are
required for each employee. For additional information

I Policies.
All licenses are subject to approval by the
Board of Stewards. The taking of fingerprints

The honorary license is a license issued by vote of the
Commission to individuals who have a long-standing
association with horse racing, but are not currently
participating in one of the other licensed activities.
In addition to the new fees, the WHRC has adopted
a one-time, annual $10 fingerprint processing
fee payable by all applicants at the time of
application. This fee is assessed to cover the
cost of submitting fingerprints of all participants
once every three years, for a national criminal
history records check through the FBI.
| Beginning
January 2007 the following applicants will
be required to submit a set of fingerprints
at the time of applications: |

All applicants
who were not licensed by the WHRC in 2007; |
| 2. |
All applicants who were
licensed by the WHRC in 2007 and whose date
of birth is between January 1st and April
30th, while in 2009 the range will be between
May 1st and August 31st); and |
| 3. |
Any other applicants at the sole discretion of the
WHRC. |
To assist applicants in understanding the application of
the $106 cap, the following examples are provided:
All applicants who apply for two or more licenses
in a calendar year shall pay the full license
fees for the licenses applied for unless the
total license fee exceeds $106. In other words
license fees are capped at $116, unless otherwise
provided. The exceptions to the $106 cap are
persons applying for owners, veterinarians or
vendors licenses. In these cases, the applicant
must pay the license fee for each license, however
for additional licenses, the fee will not exceed
$116.
