Equine Testing Policy

The Washington Horse Racing Commission views the controlled medication testing program as vital to the integrity of the industry. In its enforcement of this program, the commission directs its regulatory officials to utilize all methods under their authority to ensure the controlled medication testing program is effective in detecting the use of prohibited medications or levels of medications, either authorized or prohibited.

WAC 260-70-590 specifies that the winner of each race must be tested. It also provides that the stewards or commission veterinarian may order the taking of a blood or urine specimen from any horse on the grounds of an association. The stewards or commission veterinarian may select horses for testing utilizing a random or selected process.

At all Class A and B licensed racing associations in Washington:

1. All horses finishing first in a race will be tested.

2. All horses finishing first second and third in any stake race will be tested.

3. Whenever there are more than nine races on a daily program, a minimum of three horses per day will be selected by random lot for testing. Whenever there are nine races or less on a daily program, a minimum of two horses per day will be selected by random lot for testing. Random selection shall be accomplished as follows:

· The stewards will first randomly select the races in which samples will be taken;
· The stewards will then randomly select the finishing position of the horses to be tested in each race.

The horses finishing in those positions in those races will be tested. The stewards will notify the commission veterinarian of the randomly selected races and finishing position. This information will remain confidential until after the race has begun. The Board of Stewards or the commission veterinarian will ensure the owner or trainer of the horse selected is notified and directed to have his/her horse immediately report to the test barn for testing.

4. When there are nine races or more on a daily program, a minimum of two additional horses per race day will be selected for testing. For race programs of eight races or less, a minimum of one horse per race day will be selected for testing. The selection of these horses will be at the sole discretion of the stewards.

The weekly minutes of the stewards will state which horses were selected randomly and which horses were selected at the sole discretion of the stewards.

At all Class C licensed racing associations (nonprofit fair meets) in Washington, the requirements will remain the same as above except as follows:

1. Whenever there are more than nine races on a daily program, a minimum of two horses per day will be selected by random lot for testing. Whenever there are nine races or less on a daily program, a minimum of one horse per day will be selected by random lot for testing.

2. The stewards will at a minimum select one additional horse per race day to be tested. The selection of these horses will be at the sole discretion of the stewards.
