Entries, Nominations, and Scratches

WAC 260-40-040 states that only the owner of a horse, the owner’s authorized agent, or a person deputized by the owner may enter or declare (nominate) a horse for a race. A person entering or nominating a horse to run must possess certain information related to the horse’s medication, the equipment to be worn, and the name of the jockey to ride the horse in the race entered or nominated for. Therefore, the Washington Horse Racing Commission has determined that an owner or trainer can only deputize a person licensed as a trainer or jockey agent to enter or nominate a horse to run. In addition, any trainer or jockey agent deputized by an owner to enter or nominate a horse shall be responsible for the accuracy of the information provided at the time of entry or nomination and may face possible disciplinary action regarding inaccurate entries.
