Access to the Grounds - Certain Individuals

The commission recognizes that certain individuals, who are employed to provide public services, will need access to all areas of the grounds. Examples of such individuals are law enforcement, fire, emergency medical services, and persons employed by other federal, state or local governmental agencies, who, in the course of their employment need access to the grounds. It is the policy of the Washington Horse Racing Commission not to require any of these persons, while performing the duties they were employed to perform, to be required to obtain a license from the commission. Uniformed personnel will be allowed unrestricted access to all areas of the grounds when required. Non-uniformed personnel will be granted credentials to gain access as necessary. Credentials will be issued after proper identification is presented to commission staff, identifying the person by name and photograph and verifying their employment with law enforcement, fire, emergency medical service, or other federal, state or local governmental agency. No fee will be charged for these credentials and fingerprints will also not be required.

In addition, the commission recognizes that at Class C race meets, certain other groups will also need access to the grounds. As such, it is the policy of the commission to grant access to certain youth programs (e.g., 4-H, and FFA) and certain service organizations (e.g., Rotary, Lions, Kiwanis). While access to unrestricted areas of the grounds will be granted, the commission will not require these individuals to possess licenses or credentials. In addition, no fees shall be charged to these individuals. The executive secretary will decide any and all questions regarding whether a person is required to have a license or credential.
