Owner’s Bonus and Breeder’s Awards
of Washington-Bred Horses
RCW 67.16.102 requires each Class A and B racing
association to withhold and pay to the Washington
Horse Racing Commission (WHRC) one percent of
the gross receipts of all parimutuel machines.
At the end of each race meet the WHRC will distribute
50% of this money to the owners of Washington-bred
horses finishing first, second, third, and fourth
at the Class A or B racing association.
RCW 67.16.175 requires each Class A and B racing
association to withhold one-sixth of six percent
of the daily gross receipts from all parimutuel
machines from exotic wagers. At the end of the
race meet seventy-five percent of these funds
will be distributed to the breeder of record
of any Washington-bred horse finishing first,
second, and third at a Class A or B licensed
race meet.
WAC 260-16-065(1) provides that the Washington-bred
owner’s bonus will be distributed by the
WHRC. Subsection (2) of this section provides
that the Washington-bred breeder's award funds
will also be distributed by the WHRC.
WAC 260-16-065(3) requires the WHRC to distribute
Washington-bred owner’s bonus and breeder’s
awards within ninety days after the end of the
race meet at which owner’s bonus and breeder’s
award funds were generated. While this subsection
allows the WHRC ninety days to distribute the
Washington-bred owner’s bonus and breeder’s
awards, it is the intention of the WHRC that
both these funds be distributed to the owners
and breeders of Washington-bred horses within
forty-five days after the end of the race meet
at which the owner’s bonus and breeder’s
award funds were generated.
